...redesigning the Shield's costume which served as inspiration for S&K's Cap to be more like Cap's

(perhaps as a parting "gesture" to his old boss Martin Goodman).

You're right, Red Raven was first, followed by Marvel Mystery #12 (Oct. '40), if I'm not mistaken.

Nope, not the first...that's from 1952. I don't know if this is the first, but it's from Feb, 1946.
