Seems to me that Heritage did what they were supposed to, they shipped the item the day they said they would. And I can understand that they aren't gonna get excited if a package hasn't arrived the next day, it isn't lost and there isn't much point in sending out the tracking dogs at that point. With all of the hundreds of items they ship each day this just isn't a priority for them.
According to USPS
'Express Mail® items need to be mailed by a certain time for us to meet our delivery commitment. This is called the “drop-off” or “cut-off” time. You can still send the mailing after the drop-off time; however, the same service guarantee will not be available. For packages that must ship with next-day service, please contact your shipping facility to verify the cut-off time.'
I would imagine shipping the item after 6 p.m. would exceed the cut-off time so I can't see USPS being at fault here either.
Sorry Brock, I can understand your disappointment at not receiving this item when you expected but I don't see this as a major fail by Heritage or USPS.

You do realize that the time on the USPS site is EST. Subtract an hr for Central and they're under the 6 pm window.
Just fyi...

I would think that the cut-off time would be local time not any particular time zone time. As an employee of Canada Post I know that we're dependent on air connections for priority items thus the cut-off time.
Did this impact your life significantly? Doesn't seem like you lost an eye or a limb as a result? Then move on, for Cripes' sake.
Easy for you to say..not your $
Again, how much money are we talking here?
