I have a "Best Radioactive Man Event Ever" TPB that I got signed by Batton Lash in the interior cover in black Sharpie. It reads "To Liam, Batton Lash" and it is done very cleanly and doesn't leak through to the front cover.
I plan to get this SS'd by Matt Groening in the future, but I'm worried about the grade it will receive.
Say it is a firm 9.8. If I were to submit it Universal, would it get a 9.8 with "Name written on inside cover"?
If I were to submit it for SS, would it get a 9.8 SS with the same notation? Or would it be bumped down to a 9.4 or lower?

There's no hard & fast rule for this.
As you're talking about an interior signature, CGC will treat it as a grade-dropping defect for books going into a blue or yellow label. How much impact it will have on the grade, however, is anyone's guess.
Here's an example of blue label 9.8 with a marker signature on the inside front cover:
And here's a yellow label 9.6 SS book with an interior signature as well (even without the signature, the book still wouldn't have been a 9.8):

Also, if you want it to read a certain way on the label, make sure it's written clearly what the inscription reads on the submission form. I get the feeling that if there's any question as to what the inscription reads, CGC will just put the generic notation on the label.
So CGC may have dropped the grade on this book because Jack Kirby was dead before they started having people observe artists signing books. The logic behind that boggles my mind.
CGC witnesses the writing so it is not a defect, CGC does not witness the writing so it is a defect. It is one thing to guarantee the authenticity of a signature but whether writing is considered a defect or not should be consistent whether CGC witnessed said writing or did not witness it.
Regardless I am happy with my "signature series book"

If the signature is on the cover of the book CGC will assign the book a Qualified label and grade the book accordingly, it will not class as a defect but the green label will just denote that they can't verify the authenticity of the signature.
And a Signature Series label is also a qualified label, one that can verify the signature.

I have subbed several horror books from a collection where the OO neatly wrote his name on the bottom of the splash page. They note it and it affects the grade very, very little.
