If a buyer doesn't want to pay, there's jack squat you can do to force them - just send them a request to cancel the transaction (which refunds you the FV fees), relist the item and move on.

Agreed. And make sure you give him instructions that he needs to "agree" to cancel the transaction so you can get the the FV back. If they hit the wrong button and refuse to cancel the transaction, then you don't get the fees back.

I love the 'I'm sorry, but (insert relative here) used my Ebay account and I can't pay' excuses.
Honestly, if someone sent me that, I wouldn't respond and initiate a NPB and just be done with it, move on and relist. Then, I would hope and pray that he is an Ebay seller, then I would do the same thing right back at him on his listing, but blaming the cat instead of a relative.

That's a bit to general IMO. When I used to sell on Ebay, they had 10 business days to pay. I didn't bother them unitil around day 7 or 8. I had plenty of winning bidders where the payment showed up on day 10. Again, I haven't sold on Ebay when the new rules went into affect. It's now very much slanted for the buyer.
