Dont know if it constitutes new look since there is no yellow around the bat on his chest? The next issue, 142 does. Did this come out same month as Detective 327? I thought that book was always considered the first new look?

I checked on the issue dates for both WF 141 and Detective 327. Both have cover dates of May 1964. Possibly WF 141 was ready for the presses before the "new look" was devised for Detective 327.

In the story inside the issue, Batman does have the yellow oval around the bat. According to Mike's DC site, Batman # 163 (no oval) was on sale March 5, 1964, this issue of World's Finest on March 12 & Detective # 327 on March 26. And considering the cover does not have the oval but the stories inside do, I believe the release dates.
It kind of seems like they placed the oval on Batman after the original art but before the coloring. I simply base that on the way it is "drawn on" in the bottom panel of page 5. Looks like a late addition.
As an additional FYI, Batman # 163 does indeed say that Detective Comics was to go on sale on March 26 according to the ad on the bottom of story (# 1) page 12.
