I believe they always existed. Only the ones 1996 and later are illegal. The earlier ones were given freely to overseas banks. A well sized group came in from Poland a few years ago. There were many in several Heritage auctions going back many years and also recently. USARARE had some confinscated a few years back before the government settled on a policy of pre-1996 being OK.
